This pillar seeks to assure that negotiated agreements and national priorities reflect the most current understanding of the issues arising at the intersection of technology and policy. Nuclear security is especially challenging in this regard, as the proliferation of nuclear weapons or the malicious use of nuclear threats can span an incredibly broad range of capabilities and intents—from individual actors or opportunistic terrorists to concerted, long-term efforts backed by the resources of nation-states. Yet, the expansion of nuclear power and related peaceful uses of nuclear energy around the globe is a necessary—in fact, critical—part of a less carbon-intensive energy portfolio.
